this may be a bit too much but
I'd like to suggest some changes to class limits.

Spy: 2 of them would be good, since 3 is just useless and there's nothing I hate more than seeing a 3rd spy when we're getting rolled.

Sniper is fine, medic (3?) and engi (3?) too I guess.

Scouts/Soldiers: 2-3? 4 is too much.

Pyro and demo are fine I think (capped at 3 right?). Heavies too.

Uncap soldier, cap everything else at 0.

Remove rocket jumping and juggling.

I'd support the spy cap.

Spies generally tend to be as useless as snipers.

Not alot of players can utilize those classes to any useful degree, and there's usually only ever about 2 players at most who should bother playing spy on one team at any time.

I'd fully support a limit change on spies, scouts, and soldiers. 2 spies is usually enough to do real damage to a turtled team, if they're any good at all.

I don't think it's a significant enough of an issue to warrant any change. Maybe the spy from 3 to 2, but I think everything else is fine.

It seems that new players tend to want to try out spy, so here is my plan, I think we should just start banning everyone who is new to the game or is slightly annoying to us (especially if they are annoying us with their obvious newness when they aren't very good and are shitting up the entire server by playing on our team and not being very good). Also, any class that kills me? Obviously, there should be a restriction on that class.

That is close to my opinion also. Actually, the only classes I'd personally want to limit are spy, sniper, and maybe engie, the rest could be unregulated IMO. We have deregulated classes before for a short time and even with a team of all engie, three medics on three heavies and/or Demomen could still force their way in and bust the turtle that deregulating classes causes.
